Depends on what virtual device vlc uses. Given your description, your
audio hardware is incapable of native multiopen, so only one playback
stream can be processed at a time. If vlc uses alsa's oss emulation,
then vlc will block all alsa apps from playing or recording sound. If
vlc uses alsa's plughw or hw, the same applies.

At least as of Karmic, Amarok (via Phonon) is configured to use alsa's
default. I have not read the source code for Jaunty's Phonon source.
