Hi, well the problem is that I could not reproduce this bug again. It only happened once on my computer. I think it was more my fault because I had done some updates and did not restart kde so most probable this was the reason for that behavior.
But if you are still interested in activating mouse gestures you have to go to system settings -> Accessibility -> Hot Keys (only have the german version so maybe the names vary) and in the general Option Tab you will find a check box which by default deactivates the mouse gestures.
