Thanks for your bug report. I am currently unable to reproduce this
error though . Could report back with the specific packages versions you
are using? (i.e. 'dpkg -l kcontrol' and 'dpkg -l kde-systemsettings')
Additionally the error message mentions "OSError: [Errno 2] No such file
or directory: '/etc/rc.d/rc0.d'". Could you manually check and see if
/etc/rc.d/rc0.d/ exists and what its contents are?
