This bug just started affecting me on 14 Aug 09.

grub-pc ver. 1.96+20090725-1ubuntu2
update-grub run several times without resolution.

"Unknown command 'true'" then continues to boot to first listing in
grub.cfg menu. Cannot interrupt boot with ESC to select another choice.

This is the section in grub.cfg:

if loadfont /usr/share/grub/ascii.pf2 ; then
  set gfxmode=640x480
  insmod gfxterm
  insmod vbe
  if terminal_output.gfxterm ; then true ; else
    # For backward compatibility with versions of terminal.mod that don't
    # understand terminal_output
    terminal gfxterm
  fi
