It seems like I have the problem, too.

It took me ages and a stack of DVD and CD coasters to install Ubuntu in
the first place, because my system didn't finish the install process
regardless of the medium used (because of read errors).  All DVDs and
CDs turned out okay in a different machine, though.  The only way that
worked for me for installing Ubuntu was a USB stick configured using
unetbootin.

The Ubuntu version installed is 9.04, the kernel being Linux version 
2.6.28-14-generic (bui...@yellow) (gcc version 4.3.3 (Ubuntu 4.3.3-5ubuntu4) )

The system is a Dell Inspiron 531, AMD Athlon(tm) 64 X2 Dual Core Processor

Funnily, audio CDs work just great.  What amazes me slightly is that VLC
actually managed to get some video off the DVD but no audio.  Totem
failed completely.

I already installed the most recent BIOS version 1.0.13. The kernel is
32bit, the system 64bit but other than the DVD drive everything else is
working perfectly.
