Bug is invalid, this discussion has been done several times. That we DID split the -doc packages off was already a concession that is hard on the border line. Most LaTeX/Font package authors require us to distribute the documentation with the package. After the change tht recommends are installed by default with agreed with some authors and internally that we provide -oc packages and recommend them. So, no, they will NOT be downgraded to suggests. YOu can use --without-recommends or put that into apt configuration. Please someone close this bug.
