Way to the bug:

1. right click on the date in Gnome (at the top at the right side).
2. click on "Preferences"
3. click on "Time Settings"
4. click on "Set System Time"
5. enter passwort
6. click on "Authenticate"
7. NO WAY TO SET SYSTEM TIME

you must instead go to System, Administration, Time and Date

The problem is not only a bug in karmic, it's in older versions, too
(9.04, 8.10)
