Thanks for reporting that bug. I'm not sure though that it's in the
gnome-system-tools, because they don't manage authentication directly:
that's done by PolicyKit, using PAM. So I'd like you to try with other
programs, namely programs whose name don't end with '-admin'. Network,
time, shares and users are in that family, so you should try something
like the 'Authorizations' tool ('polkit-gnome-authorization'), which
triggers the same authentication dialog when you try to change settings.
