How about locking down users folders to them selves and use Samba to deal with the shares? User's have a graphical tool anyway to easily configure the sharing options of Samba. Maybe this could be a valid agreement? Though this would involve either adding Samba on the installation Cd or postpone installation after the system has been installed or on request of the user.
