Yes, they can be dropped.
Differences:
1) Debian kept the intltool build-depends unversioned
This is no problem, the minimum required version is shipped in dapper.
2) Debian recommends dvb-apps instead of dvb-utils
This is also correct, as the Ubuntu package now also dropped the dvb-utils
transitional package.
3) Debian has a different watch file
No problem here as well, both files work, but Debian's file is more generic.
