I was trying to be helpful, but now I feel dumb :). You are correct that the option was disabled by default and turning it on works as expected. Two-finger scrolling also works as expected.
I should mention that I'm testing the netbook remix. Possibly unrelated, gnome-keyringbinding-properties crashed on exit from the mouse settings.
