I'm not surprised developers here changed this to wishlist. It is exactly the reason Ubuntu is struggling against OpenSuSE...Absolutely no concern for the realities of the marketplace.
At least OpenSuSE downloads only the packages it needs, installs them, then downloads the next set of RPMs it needs and installs them. This gives your bandwidth a breather. You absolutely MUST provide a built in DL manager which can be throttle controlled by the user. Even the cable ISPs are now starting to limit downloads.
