Public bug reported:

In Ubuntu, USB only works in 1.1 mode (in Windows XP, 2.0 mode works
perfectly). For example, I copied two files with 331 MB from my external
hard disk to /home/ubuntu and measured the time using the "time"
command: It took 8m 42s! In Xubuntu 8.04.3 on my other PC - that was
built in 2002 - it just needs 32 seconds.

That's what lspci reports:

I experienced that since Ubuntu 8.04 and it's still happening in Ubuntu
9.10 Alpha 4 x86.
