I simple workaround is to use start-stop-daemon.

Example:
start-stop-daemon --start --background --name tftpd --startas 
/usr/sbin/in.tftpd -- -svL -m /etc/default/tftpd.rules 
/unattended/bootdisk.new/tftpboot/
