Based off the error message it seems likely that this was caused by the
~/.bughelper/packages directory being manually created somehow and
conflicting with bughelper which wants this to be a bazaar branch for
pulling clue files. I tried to recreate this as a new user using
bughelper in Karmic and was unsuccessful, so I am closing it as Invalid.
