Fixed with pulseaudio 0.9.16~test6.
Output of pulseaudio -v when switching users and then switching back:

I: alsa-sink.c: Trying resume...
I: alsa-sink.c: Resumed successfully...
I: alsa-sink.c: Starting playback.
