I am unable to reproduce this bug on karmic alpha 4.
CPU: 2x pentium IV 3.2 GHz
RAM: 1GB
Intel graphics
It takes 9s to start on my machine, which seems reasonable to me.
$ lsb_release -rd

$ apt-cache policy inkscape
