I have the same problem, starting cups gives the following error :
# /etc/init.d/cups start
* Starting Common Unix Printing System: cupsd
cupsd: Child exited with status
1!
cupsctl: Unable to connect to server: Connection refused

I solved the problem with a dpkg -P --force-all cups and a
reinstallation. I think the upgrade processes disagreed with some of my
settings in cupsd.conf?
