I was unable to reproduce this bug using karmic alpha 4.  I tried the
following steps:

* Draw a circle
* Select the arc handle on the circle and drag it to create an arc with an 
angle around 100 degrees in the lower right quadrant
* Select the lower handle on the arc and adjust the arc angle to around 160 
degrees.
* Select the upper handle on the arc and adjust the arc angle to around 180 
degrees
* Deselect the arc
* Reselect the arc with the "edit paths by node" tool (F2)
* Select the arc height handle and increase arc height by around 50%
* Select the arc width handle and decrease arc width by around 50%
* Double click Fill colour swatch in bottom-left of screen
* Adjust green RGB slider to zero

If different steps are required to reproduce the bug, please let me
know.
