dstrupl,

the uninstallability/un-uninstallability was fixed in postgresql-common
version 55. Might be worthwhile to backport this bug to dapper.

Can you please give me your locales information, i. e. the output of
'locale' and 'locale -a'? If I set the locale to 'cs', then I just get

------------------------------
$ LANGUAGE= LANG=cs sudo pg_createcluster 8.1 test start
perl: warning: Setting locale failed.
perl: warning: Please check that your locale settings:
        LANGUAGE = "",
        LC_ALL = (unset),
        LANG = "cs"
    are supported and installed on your system.
perl: warning: Falling back to the standard locale ("C").
Error: The locale requested by the environment is invalid.
------------------------------

which is fine.

** Summary changed:

- Can't install (create cluster) if locale is not "en"
+ Can't install (create cluster) in particular locale
