Unable to reproduce this problem. Can you try with the latest speech-
dispatcher 0.6.7+git20090514-0ubuntu7
Perhaps the file was renamed in the package but the scripts not updated
to reflect the changes.
$ dpkg -L speech-dispatcher | grep wav
/usr/share/sounds/speech-dispatcher/dummy-message.wav
$ apt-cache policy speech-dispatcher
speech-dispatcher:
