Are comments not allowed in the preferences file. Simply changing:

Pin: version 1.15.1-2ubuntu2
Pin-Priority: 1000
to:

#Pin: version 1.15.1-2ubuntu2
#Pin-Priority: 1000
seems to have caused this defect.
