(Guessing at kernel - but who knows?)

After boot or resume from hibernate my external keyboard doesn't work
until I replug it - the internal laptop keyboard is fine.

Karmic, kernel 2.6.31-8-generic   - but it's been happening for a while

Toshiba Equium A100-306 laptop with a USB->PS/2 keyboard/mouse converter
that is identified by lsusb as:

    Bus 004 Device 003: ID 0d3d:0001 Tangtop Technology Co., Ltd HID
Keyboard

(It's an unbranded cream blob on a usb cable with a short pair of PS/2 cables 
coming out).  
The keyboard as an IBM Model M (UK).   No mouse is plugged into the adapter.

Here is the lsusb fragment for the device; the only thing that changes
in this output if I replug it is the device number.
