@Martin-Éric An exception is only necessary for the first inclusion of the package. Adjusting dependencies (default applications) can be made without exceptions (unless most of applications changed). The main point, like David said, is the split or not of the seed because it will probably need another exception if the package is uploaded before.
IMO, another lubuntu package is not necessary, because there is already lxde meta-packages which pull LXDE components (see lxde-common source package).
