I'd just like to say that I'm getting this too, and the big problem here is that there is nothing in any logs I can see that actually says what the permission not being granted is.
Usually, the error includes something like... java.security.AccessControlException: access denied (java.util.PropertyPermission webapp.root read) which makes it very obvious what to put in the security manager policy files.
