Public bug reported:
Todays partial upgrade (9.10) results in update manager crash.
When trying to report problem thru apport, apport refuse to report
problem because some package is not updated.
Since update manager crashes when trying to update it is impossible to
report problems related to update manager with apport
Apport needs an exception, so it is possible to report problems with
update manager thru apport.
