There's nothing libnotify to this bug, except maybe having apps sending screen numbers with notifications, but to me that seems wrong. The daemon needs to make sure notifications are staying on the screen for the correct amount of time, and are displayed on the right screen (which probably means "always on the same screen", and not just spawning notifications on whatever screen the sending app happens to be on).
