Running jaunty. Previously update manager worked fine: on clicking "Install updates" the authentication dialogue was presented. Recently, update manager pops up most mornings notifying new updates need to be installed, but clicking "Install updates" does absolutely nothing: the update manager is not hung, i.e. it responds to other actions, but the authentication dialogue (and subsequent installation process) does not come up.
Running apt-get upgrade as root in a terminal causes the update manager to come up again, but still running as the non-root user who is logged into X. Hence the problem persists. Running update-manager from the terminal as root results in: warning: could not initiate dbus Error setting launch_time: Failed to contact configuration server; some possible causes are that you need to enable TCP/IP networking for ORBit, or you have stale NFS locks due to a system crash. See http://projects.gnome.org/gconf/ for information. (Details - 1: Failed to get connection to session: Did not receive a reply. Possible causes include: the remote application did not send a reply, the message bus security policy blocked the reply, the reply timeout expired, or the network connection was broken.)
