This was actually quite deliberate. Unlike apport-cli, people are not
actually encouraged to run apport-gtk directly. We have ubuntu-bug as a
command line interface, update-notifier as crash notification, and a
nautilus integration of clickable .crash files for reporting.
What's your particular use case which isn't covered by one of these?
