True, but this is a fact that should be changed in
dh_compress
and not in the texlive packages. Currently the Debian policy obliges us
to do it like this. There has been some discussion on debian-devel
(AFAIR) on this topic, but I don't know about any outcome.

We use dh_compress and will continue using it. Please complain to the
debhelper maintainers.
If Ubuntu maintainers want to change this, just use the -X option to
dh_compress.
