Public bug reported:
libvirt should suspend or at least cleanly shut down running domains on
system shutdown. Note that upgrades of libvirt-bin invoke
/etc/init.d/libvirt-bin stop/start, which doesn't (and shouldn't) shut
down or restart the domains.
