Of course this makes it slightly difficult to tell whether you mean a
PID or a bug number. We could fall back to a bug number if the pid
doesn't exist, but that seems a little weird.

Then again, it's not likely that you want to apport-collect a bug <
65535, so it's probably a "do what I mean".
