I have checked and the foo2zjs driver on my Karmic contains the needed PPD and the PPD gets correctly assigned. As I do not have the printer, I have used the following command lines
cupsctl FileDevice=yes system-config-printer --setup-printer=file:/tmp/printout --devid='MFG:Samsung;CMD:SPLC;MDL:CLP-300;CLS:PRINTER;STATUS:IDLE;' to fake the presence of the printer. The PPD file is /usr/share/ppd/foo2zjs/Samsung-CLP-300.ppd.gz Is it on your system?
