This could be fixed relatively easily by calling euca_conf in the
postinst script of either eucalyptus-common or -cc, such as:
euca_conf --dhcpd /usr/sbin/dhcpd3
euca_conf --dhcp_user dhcpd

In /etc/eucalyptus/eucalyptus.conf, VNET_DHCPDAEMON and VNET_DHCPUSER should be
set to value appropriate for Ubuntu
