Attached is a debdiff which resolves this issue, by not attempting to start snort(-mysql) if the database (mysql/pgsql) isn't yet configured.
I'm going to try and get this into Debian, rather than stray from Debian on this issue - as snort is traditionally maintained wholly in Debian.
