Can you still reproduce this bug?
The problem is probably caused by the fact there are multiple processes running
that want to use the file. Make sure you don't reconfigure or configure
anything else while upgrading.
If the error can be reproduces, please execute the command 'fuser -v
/var/cahce/debconf/config.dat' while the error message is being generated. That
should give us a list of processes using the file.
