Public bug reported:

I had 26 updates available to me this AM, including a number from the
NetworkManager PPA. I *explicitly* and carefully turned them off,
visually verifying the checkboxes, and then clicked the button to
install. *ALL* updates were installed, including the ones from the PPA
that I did not want today because I have local patches that aren't yet
in the PPA.

I have verified from /var/log/dpkg.log that the undesired packages were
installed.

Ironically, I rarely ever use the GUI for updates, preferring the
command line, but in this case, turning off checkboxes was quick, except
they were not honored.

Since I assume that the first thought to come to mind is "he only
thought he had turned them off", I'll look to reproduce this at the next
opportunity.
