Ok, now I don't think this is a bug, just me not using the applet
properly.  It was my habit to right-click and enable/disable networking
to connect/disconnect.  I see now there is a difference between
enabling/disabling networking and actually connecting/disconnecting from
a particular network.  In manual mode, I would enable networking, but
then I wasn't actually connecting to the network manually by left-
clicking the icon, so I thought it didn't work.

There does not however seem to be a way to disconnect without disabling
networking, but I guess that's not really a bug, just a design flaw.
