Applications should be able to use the translations from
language-pack-kde-zh-base. It sounds like you are really reporting a total lack
of translations. A bug in regards to this was fixed shortly before Kubuntu 8.10
was released.
If you still experience a total lack of translations with Kubuntu 8.10 or 9.04,
I would recommend filing a report against language-pack-kde-zh-base.
