Public bug reported:

Firstly these are images attached to the html formatted email, not web-
based images. Secondly Ctrl-i or the image-loading preferences do not
make any difference. These display correctly when viewing them online in
gmail.

Images which are attached to some html formatted files are not displayed
when the email is in the inbox. They are only shown as empty
placeholders, and as attached files and can be viewed using the inline
viewing buttons at the bottom of the window.

When the received mail is moved to drafts folder, it still will still
not display the inline images in preview window. However, when the mail
is opened from drafts so that it is in it's own editing window, the
images are displayed correctly (inline, between the text).

>From that window I mailed the email from my jaunty client to my intrepid
client in the usual manner, and the received email displays images
correctly.

I'm attaching an example of a problem email. It's e-mail source text
file which I saved and then edited to remove personal info. I rechecked
it and the image-loading behaviour has not changed. Tip: The saved file
can be dragged directly from file browser to a folder (eg inbox/drafts)
in evolution.
