Can you post your actual and entire interfaces and dhcpd.conf files, as
well the logs?  Your current report does not match your logs, e.g., your
dhcpd.conf says:

                                hardware ethernet e4:9b:e7:66:2f:7b;
                                fixed-address 10.0.0.2;
                                option root-path "10.0.0.1: /target";

but the log shows:

(10.x.x.x in your file, 11.x.x.x in the log).  In any event, the NIC at
e4:9b:e7:66:2f:7b appears to be receiving an assigned address, so that's
probably not the issue.

You talk about eth0 being over-written, but your ifconfig information
shows eth1 (eth0 never has an IP in your logs).
