It's supposed to be done by default, but unfortunately we sometimes don't keep track of disk names properly, and there were some installer bugs that caused it not to happen at all even after upgrades (there's a separate bug about all of this, which I do plan to fix for Karmic). To arrange for it to be done by default in future, run 'sudo dpkg-reconfigure grub-pc' and enter "/dev/sda" at the "GRUB install devices:" prompt.
