Right now, evolution-couchdb is the only user of couchdb-glib, so whenever we add API, we're just making sure evolution-couchdb is updated accordingly instead of incrementing the shlib version. Once the couchdb- glib API is stabilized, we'll be incrementing the version, but for now, I don't think it's needed, specially since we're adding new API almost every week.
