splashy really doesn't have any business shipping this file - if it
needs changes made in lsb-base, it should get those changes integrated
into the lsb-base package as optional behaviour, rather than just
shipping its own version of the file. Bug 328089 describes this better,
so I'll mark this as a duplicate.
