hello alex, I think this was an issue with file permissions. The updater within thunderbird cannot overwrite language files installed via apt.
I haven't tested interupting the updating process with newer versions of thunderbird and therefore cannot tell you if it is still an issue. Since I'm now using edgy I don't know how to reproduce this without a lot of uninstalling/installing. So - in a nutshell: no it's not an issue anymore.
