Bazaar seems to work fine now if I use bzr branch to get a working copy of the repo. I haven't tested everything, but the common commands (add, mv, rm, push, pull, commit) all work.
I haven't tested using bzr over an SVN checkout in the same way yet. The few actions I have tried take incredibly long to complete. For now, it looks like this bug exists in Jaunty, but has been fixed in Karmic, and can be closed.
