OK, here is what I think is going on:
in the translations tarball from
https://launchpadlibrarian.net/31330925/openoffice.org_3.1.1-1ubuntu2_i386_translations.tar.gz
in the source/ooo-build/po/ directory exist multiple .po files per language.
That is, there are .po files named LANGCODE.po and ooo-build-LANGCODE.po . It
seems that the LANGCODE.po files are preferred by Rosetta.
However, looking at the headers of those LANGCODE.po files, suggests that they
are out of date, since the "POT-Creation-Date" is too old, compared with the
ooo-build.pot file in the same directory. The ooo-build-LANGCODE.po files
contain a newer "POT-Creation-Date", which suggests that they are the actual
translations which should be imported instead.
Now, I have no idea where those different .po files come from, but it
seems the ooo-build-LANGCODE.po files need to be renamed to LANGCODE.po
and replace the existing ones.
Related to that, there is also a directory source/ooo-build/bonobo/po/
containing 2 .po files, which are completely useless since there is no
.pot file available. It would be nice if either the .pot file could be
added (if the translations should indeed be used) or the directory being
removed. Looking at the date of those .po files suggests that they are
not used anymore.
