I don't think this is really a Mozilla issue. As per comment #23, this happens because the path to the Ask.com search plug-in changes each time Firefox is updated, so Firefox thinks that it is a new search plug-in that has been installed. This is a side effect of how the Ask.com search plug-in is included with the package. The fix to this issue is simple: if the Ask.com search plug-in must be included by default, it should be put in /usr/lib/firefox-addons/searchplugins with all the rest of the default plug-ins.
