This is not an update-manager bug, it's a bug in whatever package or
packages that cause the slowdown. However, the bug report is too vague
to be useful. At least the following information is needed:
* what slowed down?
* how was this measured?
* what hardware is being used?
* if you use the livecd for 8.04, is the system fast again?
* likewise for the livecds for 8.10 and 9.04?
