With -updates packages:

$ TZ=Asia/Gaza date
Mo 14 Sep 20:25:50 EEST 2009

(wrong)

With -proposed packages:

$ TZ=Asia/Gaza date
Mo 14 Sep 19:27:49 EET 2009

(correct, no summer time any more)

I tested dapper/hardy/intrepid/jaunty, packages install, upgrade, and
work correctly for both the changed time zones as well as Europe/Berlin
and America/Los_Angeles (neither changes).
